Transforming North Sydney as a place for people using integrated transport

In this success story, we share how Iceni partnered with Transport for NSW (TfNSW) to create an integrated transport network within North Sydney CBD. Our joint efforts were aimed at aligning major transport projects to unlock place-based outcomes and propel the government's visionary 15-minute neighborhood goal into reality.

TfNSW’s challenge

The North Sydney Integrated Transport Program (NSITP) aimed to incorporate the planned major transport projects in the area, Sydney Metro, Western Harbour Tunnel and Beaches Link, to transform North Sydney CBD into a globally-connected 'Harbour CBD.' The program sought to create an integrated transport network that aligned with the government's vision and enabled North Sydney Council to implement its public domain strategy.

Rated as Tier 2 using Infrastructure NSW's project risk tool, the NSITP required collaboration and support from various stakeholders, including Transport for NSW, Greater Sydney Commission, Government Architect and North Sydney Council.

Our approach

Iceni was engaged to guide the development and assessment approach, focusing on a vision-led strategy for the integrated transport network. Our team facilitated the development of an aligned vision between key stakeholders, collaborating with Government Architects and others to develop methodologies for measuring movement and place outcomes for each option.

Managing a diverse team, we established a cohesive and supportive team culture that prioritised delivering program outcomes. Additionally, we were responsible for developing the Strategic Business Case and supporting material.

We defined the base assumptions and non-negotiables, establishing a solid foundation for decision-making. Working closely with movement and place specialists, we developed a comprehensive multi-criteria assessment process with relevant performance measures. By skillfully managing project briefings and aligning stakeholders, we successfully resolved conflicts and promoted collaboration.

Client outcome

The partnership with TfNSW resulted in the successful progression of the North Sydney Integrated Transport Program to a Gate 1 funding decision. By aligning major transport projects with place-based outcomes, we contributed to the government's vision of creating a well-connected and vibrant North Sydney CBD.
